Readiness begins when one repeated job has a named owner, accessible authoritative records, a reviewable outcome, known exceptions, and enough historical cases to test behavior. Broad interest alone is not an implementation boundary.

Warning signs include a vague role, conflicting sources, irreversible actions, missing escalation ownership, no representative evaluation cases, excessive review effort, hidden tool failures, and a result that cannot be checked independently.
